About this opportunity

The City of Winter Haven is soliciting bids for a Septic-to-Sewer Conversion project in the Lake Hartridge Drive neighborhood, specifically targeting Area 6A North and South near Winter Haven, Florida. The procurement is seeking licensed General Contractors with valid Florida Underground Contractor's licenses to construct potable water main, gravity sewer main, and low-pressure force main infrastructure. The project will focus on two sections: the North Section near the intersection of Lake Alfred Road and Inman Drive, and the South Section located in Avenues X, Y, and Z Northwest. Potential contractors must thoroughly examine grant requirements, as the project is expected to be partially funded by the Polk Regional Water Cooperative and the Florida Department of Environmental Protection. The bid solicitation was posted on September 10, 2025, with proposals due by October 14, 2025, and vendors must submit documentation through the official procurement platform at https://app.negometrix.com/buyer/690/general.

Vendor qualifications are strictly defined, requiring Florida-licensed General Contractors or Underground Utility Contractors with appropriate state credentials. Subcontractors must also be Florida-licensed contractors in their respective trades, and vendors must explicitly identify any subcontractors performing licensed services. While specific set-aside designations are not mentioned, the procurement appears open to qualified contractors meeting state licensing requirements. The project involves infrastructure conversion in Polk County, specifically targeting the Woodlawn Beach CDP area, with potential integration into existing municipal water and sewer systems. Though exact budget ranges are not specified in the documentation, the involvement of regional water cooperative and state environmental funding suggests significant infrastructure investment. Contractors interested in bidding should carefully review all grant-related requirements and ensure full compliance with state licensing regulations before submission.
