About this opportunity

The California Department of Transportation, Division of Procurement and Contracts, is soliciting bids for septic tank pumping and disposal services at 14 Caltrans facilities across San Bernardino and Riverside Counties under IFB 08A3999, with bids due July 14, 2026 at 2:00 p.m. Pacific Time. A 5% small-business preference applies to certified small businesses and micro-businesses, capped at $50,000, and a separate 5% Disabled Veteran Business Enterprise incentive applies to bids with 100% DVBE participation.

The scope covers routine and non-routine septic tank pumping, waste removal, and legal disposal at 14 specified maintenance stations, employee housing units, and safety roadside rest areas. Routine services must be performed Monday through Friday from 7:30 a.m. to 2:30 p.m.; non-routine services are required 24 hours per day, seven days per week with a two-hour response requirement. The contractor provides all labor, equipment, materials, transportation, and dump fees.

Pricing is structured on a per-gallon unit rate across 14 line items, with estimated quantities of 100,000 gallons per item for routine services and 50,000 gallons for non-routine services. Actual compensation is based solely on services rendered. The Agreement term runs October 1, 2026, through September 30, 2029, subject to Department of General Services approval. Prevailing-wage compliance is required if the total bid amount exceeds $15,000, with rates determined by the California Department of Industrial Relations.

Bidders must hold a valid California Department of Motor Vehicles Motor Carrier Permit, Department of Industrial Relations registration, and a current septic tank cleaning permit from the local Environmental Health Division. No subcontracting is permitted. Insurance coverage must name Caltrans as additional insured. The anticipated award date is July 28, 2026. Written questions are due July 2, 2026 at 1:00 p.m. Pacific Time.
