About this opportunity

The Iowa Department of Natural Resources is soliciting bids for demolition of an existing septic system and installation of a replacement septic mound system at Wapsipinicon State Park in Jones County, with bids due September 10, 2026 at 3:00 p.m. This is a rebid following design revision to correct pump-sizing issues in the prior solicitation. Iowa products are given statutory preference in the bidding process. A mandatory pre-bid site visit is required prior to submission.

The scope encompasses demolition of the existing septic tank, installation of a 2,000-gallon septic tank and 1,000-gallon dosing chamber with pump, construction of a 137.0-foot by 36.0-foot mound system with four equal zones and an indexing valve, installation of 235 feet of 2-inch diameter force main pipe and distribution trenches with 1-inch diameter pipes, and 4-inch diameter sewer service lines. The system is designed to serve an existing restroom facility with a design flow of 800 gallons per day and must comply with Chapter 69 of Iowa Code. Additional work includes hydroseededing and fertilizing disturbed areas, cutting an access gap in existing cable fencing, installing a maintenance vault for the indexing valve, and site restoration with sloped topsoil blending into existing hillsides. All specifications are detailed in the engineering plans prepared by Endeavor Civil Engineering Inc.

The bid package contains five line items: Mobilization (lump sum), Demolition (lump sum), Septic Mound System installation (lump sum), Topsoil Import (50 cubic yards at unit price, approximate), and Site Restoration (lump sum). Payment is on a unit-price basis for actual quantities incorporated. The project completion date is November 13, 2026, with liquidated damages of $1,000 per calendar day assessed for delays beyond that date. A performance bond equal to 100 percent of contract price is required for contracts exceeding $25,000. Contractors must maintain liability and property damage insurance with minimum coverage of $250,000 per person and $500,000 per occurrence. Proposals remain valid for 45 days from submission. Bids must be submitted electronically to constructionbids@dnr.iowa.gov with the project name and contract number 25-06-53-02 in the subject line.
