About this opportunity

The Missouri Department of Transportation (MoDOT) - St. Louis District is conducting a Single Feasible Source (SFS) solicitation for Sensys Remote Traffic Microwave Sensors (RTMS) and associated replacement parts and interfacing cables. The procurement specifically targets proprietary replacement freeway radar detectors that are essential components of the district's Intelligent Transportation System (ITS), controlled by the Advanced Transportation Management System (ATMS) software. MoDOT has determined that only Sensys Networks, Inc. can supply these specialized components, with Traffic Control Corporation serving as their sole authorized distributor in Missouri. The solicitation covers a one-year contract period from July 22, 2024, to July 21, 2025, during which MoDOT will maintain and potentially expand its current inventory of 294 RTMS units. The evaluation criteria will focus on pricing, with the contract to be awarded to the lowest and best bid that meets mandatory specifications. Vendors must submit responses electronically through the MissouriBUYS Statewide eProcurement System by the July 22, 2024 deadline, with payment terms of Net 30 Days and Free On Board Destination delivery.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a goal of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. The current incumbent vendor is Sensys Networks, Inc., with Traffic Control Corporation as the exclusive Missouri distributor. As this is a single feasible source procurement, the existing technological infrastructure plays a critical role, with the RTMS sensors being integral to maintaining synchronization with existing highway facilities. For commodity purchases over $25,000, the solicitation includes provisions of the Buy American Act, which provides a 10% price preference for American-made products. While no specific total contract value is explicitly stated, the procurement is designed to support MoDOT's ongoing maintenance and potential expansion of its traffic management sensor network. Vendors must maintain adequate liability insurance and comply with all state and federal regulations to be considered for the contract.
