About this opportunity
The New Mexico Aging & Long-Term Services Department (ALTSD) is awarding a sole-source contract for senior volunteer services in Roosevelt County to Community Services Center, with the contract period running September 1, 2026, through June 30, 2027, and proposals due August 1, 2026. This is a sole-source procurement — Community Services Center is the federally pre-determined and approved AmeriCorps Seniors program sponsor for the Roosevelt and Curry counties service area, and federal AmeriCorps Seniors policy prohibits dual or competing programs within a single service area.
The scope encompasses four volunteer service programs: Foster Grandparent Program (5 volunteer service years and 5,220 service hours), Senior Companion Program (13 VSYs and 13,572 service hours), Retired and Senior Volunteer Program (24 volunteers and 24,000 service hours), and Care Companion Program (1 VSY and 1,044 service hours). Community Services Center must recruit and place volunteers aged 55 and older (18 and older for CCP) to provide person-to-person supportive services to youth with special needs, frail and disabled elders, facility residents, and community organizations. The contractor must maintain AmeriCorps Seniors federal sponsorship, establish Memoranda of Understanding with volunteer stations, achieve 100% of VSY and service hour targets, complete volunteer onboarding within 30 days, and maintain minimum monthly service hour completion of 20 hours per volunteer.
The total contract allocation is $215,000.00. The department calculates allocation at $9,000 per VSY for Foster Grandparent and Senior Companion programs with a mandatory $4,176 stipend per VSY, and $1,000 per volunteer for RSVP. Volunteer stipends are paid at $4.00 per hour for FGP, SCP, and CCP participants. Monthly invoice reimbursement is capped at 50% of total allocation during July through December 2026, in compliance with state budget appropriation limits. The contractor must submit monthly invoices by the 12th of each month with supporting documentation, semi-annual narrative reports by February 1 and June 30, and quarterly volunteer data reports. Community Services Center is located at 1100 Community Way in Portales, New Mexico.
