About this opportunity
The New Mexico Aging and Long-Term Services Department (ALTSD) is soliciting proposals for senior volunteer services across Mora, San Miguel, Rio Arriba, Guadalupe, Catron, McKinley, Doña Ana, and Grant counties under an emergency procurement, with proposals due August 12, 2026. This is a sole-source procurement required by AmeriCorps Seniors federal restrictions prohibiting dual or competing volunteer service streams within single service areas.
The scope covers four federally authorized AmeriCorps Seniors programs: Foster Grandparent Program (FGP), Senior Companion Program (SCP), Care Companion Program (CCP), and RSVP (Retired Senior Volunteer Program). Contractors must recruit, place, and manage volunteers aged 55 and older (or 18 and older for CCP) who provide mentoring to youth with special needs, companionship to isolated seniors, facility-based companionship services, and community support services. Volunteer stipends are $4.00 per hour for FGP and SCP participants; one Volunteer Service Year is defined as 1,044 cumulative hours of service. Contractors must comply with all AmeriCorps Seniors federal guidelines, state regulations (9.2.14-9.2.16 NMAC), and must conduct and fund Criminal History Checks for all volunteers and staff.
The emergency allocation period runs July 1 through August 31, 2026 (60 days), with a total emergency allocation of $272,193.67 across seven designated contractors: Chaves County Joy Center ($17,000), Community Services Center ($43,000), Citizens for Developmentally Disabled ($21,666.66), Deming/Luna County Commission on Aging ($13,242.53), HELP New Mexico, Inc. ($137,786.49), Sierra Joint Office on Aging ($15,500), and Southeast NM Community Action Corp ($23,666.66). This emergency period allows completion of a 30-day sole source posting and contract execution before permanent sole source awards take effect September 1, 2026 through June 30, 2027.
