About this opportunity
The State of New Mexico's Aging & Long-Term Services Department (ALTSD) is soliciting proposals for senior volunteer services in Luna County under a sole-source determination, with proposals due August 1, 2026. The procurement is restricted to Deming/Luna County Commission on Aging, Inc., the only federally approved entity authorized by AmeriCorps Seniors to operate the Senior Companion Program (SCP) within Luna County's service area.
The scope encompasses recruitment, placement, and management of a minimum of 7 Volunteer Service Years (VSYs) representing 7,308 annual service hours. Volunteers will provide person-to-person supportive services to frail and disabled adults aged 55 and older with low incomes, enabling them to remain independent in their homes. The contractor must complete volunteer training within 30 days of placement, maintain minimum 20 hours of monthly service per volunteer, conduct criminal background checks, establish Memoranda of Understanding with volunteer stations, and submit semi-annual narrative reports and quarterly volunteer data reports to the Department.
The total contract allocation is $66,212.67 with a mandatory minimum stipend of $4,176 per VSY. The contract term runs from September 1, 2026 through June 30, 2027. Monthly invoices are due by the 12th of each month and are capped at 50 percent of the total allocation for the first six months (July–December 2026) pursuant to state budget requirements. The contractor must submit monthly documentation to the Revver system including workbooks, statements, invoices, proof of payment, timesheets, and general ledger entries.
Compliance requirements include adherence to all applicable AmeriCorps Seniors regulations, New Mexico Administrative Code, and Department policies. The Department exercises oversight through periodic unannounced site visits, compliance monitoring, fiscal review, and access to all program and fiscal records from all funding sources. The sole-source determination was posted for 30 calendar days without protest and was approved by the State Purchasing Agent on July 2, 2026.
