About this opportunity
The New Mexico Aging and Long-Term Services Department (ALTSD) is procuring senior volunteer program services across seven service areas in Eddy County and adjacent regions under emergency determination, with proposals due August 12, 2026 and performance spanning a 60-day period from July 1 through August 31, 2026. This is an emergency procurement justified by an immediate threat to federal AmeriCorps Seniors funding and program continuity; without state match funding, federal grants would be lost and volunteer stations would reduce or eliminate participation.
The scope encompasses four AmeriCorps Seniors programs: Foster Grandparent Program (FGP), Senior Companion Program (SCP), Care Companion Program (CCP), and RSVP. Contractors must recruit and place volunteers aged 55 and older (or 18 and older for CCP) to provide mentoring and companionship services to youth with special needs, frail elderly individuals, nursing home residents, and community organizations. Deliverables include one-on-one tutoring, emotional support, and volunteer coordination through designated volunteer stations established via Memoranda of Understanding.
The total emergency allocation is $272,000 for the 60-day period. Compensation is structured as $9,000 per Volunteer Service Year (VSY) for FGP and SCP programs with mandatory minimum stipends of $4,176 per VSY, $1,000 per volunteer for RSVP, and volunteer hourly rates of $4.00 per hour. Monthly invoicing is limited to fifty percent of total allocation during the initial six-month period per state budget restrictions, with invoices due on the 12th of each month.
Seven existing contractors are identified with allocations: Chaves County Joy Center ($17,000), Community Services Center ($43,000), Citizens for Developmentally Disabled ($21,666.66), Deming/Luna County Commission on Aging ($13,242.53), HELP New Mexico, Inc. ($137,786.49), Sierra Joint Office on Aging ($15,500), and Southeast NM Community Action Corp ($23,666.66). The ALTSD plans to transition to sole-source awards beginning September 1, 2026.
