About this opportunity
New Mexico Aging & Long-Term Services Department (ALTSD) is awarding a sole-source contract to Southeast New Mexico Community Action Corporation for senior volunteer services in Eddy County, with proposals due August 1, 2026. This procurement is restricted to a single designated contractor; AmeriCorps Seniors federal regulations prohibit dual or competing programs within a single service area, and the federal government pre-designates which entity operates programs in each geographic area.
The scope comprises operation of two AmeriCorps Seniors programs. The Foster Grandparent Program will recruit and place a minimum of 7 Volunteer Service Years providing 7,305 hours of one-on-one tutoring and mentoring to youth under age 21 with special or exceptional needs. The Senior Companion Program will recruit and place a minimum of 5 Volunteer Service Years providing 5,220 hours of service to adults aged 55 and older with health and functional limitations to enable independent living. The contractor must be federally designated as an official AmeriCorps Seniors program, establish volunteer stations through Memoranda of Understanding with public agencies, nonprofits, or health care organizations, and conduct criminal background checks at contractor expense. Volunteer stipends are $4.00 per hour with a mandatory minimum of $4,176 per Volunteer Service Year.
The total contract allocation is $118,333.34, with the Foster Grandparent Program budgeted at $66,625.16 and the Senior Companion Program at $51,708.18. The contract term runs September 1, 2026, through June 30, 2027, with no renewal options. Expenditures are limited to fifty percent of the total allocation through December 2026 per state budget requirements. The contractor must maintain 100% compliance with Volunteer Service Year and service hour requirements and submit monthly invoices for reimbursement. This sole-source determination requires a 30-day posting period without protest and written approval from the State Purchasing Agent before becoming effective.
