About this opportunity
The State of New Mexico's Aging & Long-Term Services Department is awarding senior volunteer services under a sole-source determination to HELP NM, Inc., for eight counties (Dona Ana, Grant, McKinley, Catron, Rio Arriba, San Miguel, Guadalupe, and Mora), with proposals due August 1, 2026. This is a sole-source procurement; AmeriCorps Seniors program rules prohibit dual or competing programs within a single service area, and HELP NM is the federally approved AmeriCorps Seniors sponsor for the designated region.
The scope encompasses three AmeriCorps Seniors programs: Foster Grandparent Program (26 volunteer service years, 27,144 service hours), Senior Companion Program (40 volunteer service years, 41,760 service hours), and Care Companion Program (10 volunteer service years, 10,440 service hours). The contractor must be designated as an official AmeriCorps Seniors program sponsor and is responsible for volunteer recruitment, placement, training completion within 30 days, supervision, criminal background checks, quarterly milestone tracking, and bi-annual volunteer satisfaction surveys with a minimum 75 percent satisfaction rate. Monthly invoices are capped at 50 percent of total allocation during the first six months (July through December 2026) in compliance with state budget restrictions. Semi-annual narrative reports are due February 1 and June 30, with quarterly volunteer data reports required per the department's volunteer calendar. The department will conduct periodic site visits and ongoing monitoring of fiscal and programmatic compliance.
The total contract amount is $688,932.50, inclusive of tax, for a contract term from September 1, 2026, through June 30, 2027. The state funding formula allocates $9,000 per volunteer service year, with a mandatory $4,176 per volunteer service year budgeted for volunteer stipends at $4.00 per hour for Foster Grandparent and Senior Companion programs. Financial documentation must be uploaded to the Revver system monthly.
