About this opportunity
Collier County's Community and Human Services Division is issuing an Invitation to Bid (ITB) No. 24-8294 for a Senior Meals Program food vendor to prepare and deliver meals to eligible seniors. The program aims to serve approximately 55,000 meals annually across four congregate meal sites and through home delivery, operating approximately 260 days per year for home-delivered meals and 249 days for congregate meals. Deliverables include three meal types: home delivered pre-packaged frozen meals, congregate pre-plated meals, and shelf-stable meals, with specific nutritional requirements outlined in the Department of Elder Affairs Handbook. Vendors must provide detailed unit pricing encompassing meal preparation, packaging, and delivery, and are required to contribute a 10 percent match through invoice discounts. The bid is due on October 23, 2024, at 3:00 PM EST, with a proposed contract term of three years and potential two one-year renewal options. Evaluation criteria include compliance with food safety protocols, nutritional standards, delivery specifications, and adherence to federal and state regulations. Vendors must complete multiple required forms, including a Vendor Declaration Statement, Conflict of Interest Certification, and Immigration Affidavit.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but vendors must meet several mandatory qualifications. Bidders must be enrolled in the E-Verify program, possess appropriate business licenses, and maintain specific insurance coverage, including Worker's Compensation, Commercial General Liability, and Automobile Liability. The historical spend for the Senior Meals Program in 2023 was $225,064.95, funded through the Older Americans Act and General Revenue Funds, with oversight by the Florida Department of Elder Affairs. For projects exceeding $200,000, vendors must submit Performance and Payment Bonds for 100% of the contract award amount. Insurance requirements are comprehensive, mandating coverage for subcontractors and naming Collier County as an "Additional Insured" on Commercial General Liability insurance. While no incumbent vendor is explicitly mentioned, the bid documents indicate a structured procurement process with detailed compliance expectations. The program's funding and strict regulatory requirements suggest this is a complex service contract with potential annual value around $225,000, though future spending may vary.
