About this opportunity
The Missouri Department of Higher Education and Workforce Development is soliciting bids for a Senior Grants Consultant to support ECMC College Reconnect and Lumina Foundation Building Brands grant initiatives under IFB DHEWD0000000005SL, with sealed bids due August 14, 2026 at 2:00 p.m. Central Time. This is a rebid of a prior solicitation (DHEWD0000000004SL).
The consultant will work 20 hours per week at the Office of Postsecondary Policy in Jefferson City, Missouri, managing the ECMC grant (continuing through December 2026 with final report due January 29, 2027) and the Lumina grant (continuing through September 2027). Responsibilities include budgetary tracking, community of practice coordination, MOU implementation with 17 partner institutions, data gathering and analysis, and final reporting. For Lumina, the consultant will coordinate with seven Missouri institutions on webpage development and digital infrastructure updates.
The minimum qualification is two years of grants management and implementation experience for adult learner or higher education initiatives. Highly desirable qualifications include experience with state-level adult learner initiatives and Missouri higher education institutions. The consultant must demonstrate critical thinking, problem-solving, organizational skills, and strong written and verbal communication.
The contract period runs from award through June 30, 2027, with a renewal option for one additional three-month period at the state's discretion. Compensation is firm, fixed-price with bi-monthly invoicing and payment due within 30 calendar days of receipt. Travel requires prior written approval and is reimbursed at actual cost or CONUS rates, whichever is lower.
Evaluation uses multiattribute scoring: cost (40 points), technical qualifications and organizational experience (40 points), past performance (30 points), personnel qualifications (40 points), and methodology/approach/work plan (50 points). Bonus points apply for service-disabled veteran or blind enterprise participation. Bidders must comply with Missouri business registration, tax compliance, E-Verify, and statutory requirements. No stated total contract amount is established. Contact Melissa Sackett at MELISSA.SACKETT@DHEWD.MO.GOV with questions.
