Duties include grant management, stakeholder coordination, tracking, reporting, and attendance at grant-related convenings with travel reimbursed by grant funders or MDHEWD. Personnel must have a minimum of two years of grants management and implementation experience, with preference for experience managing state-level adult-learner initiatives or working with Missouri colleges and universities. Background checks and state agency acceptance of personnel prior to service delivery are required. All costs including labor, background checks, and materials are the contractor's responsibility.

Bonus points are available for Organizations for the Blind/Sheltered Workshops participation (up to 15 points) and Service-Disabled Veteran Business Enterprises certification (3 points). Pricing is firm and fixed with invoicing bi-monthly; reimbursement occurs within 30 days of valid, approved invoices and approved travel receipts.
