About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections and Kentucky Correctional Industries, seeks bids for a semi-truck lease through Request for Bid (RFB) 758 2400000467. The procurement encompasses the lease of two tandem axle daycab tractor semi-trucks on a full-service basis, with service requirements including labor, parts, fluids, tire replacement and repair, 24/7/365 emergency roadside assistance, vehicle substitution during mechanical failures, preventive maintenance inspections, and federal annual safety inspections. Each vehicle must have a minimum towing capacity of 45,000 pounds and is estimated to travel up to 1,000 miles per week or 50,000 miles annually on statewide delivery routes including I-64, I-65, I-75, Bluegrass Parkway, Western Kentucky Parkway, and Mountain Parkway, with the fleet based in Frankfort, Kentucky. Bidders must demonstrate a minimum of three years of experience in similar projects and must maintain contractor's general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile/truck liability insurance with minimum limits of $1,000,000 per occurrence combined single limit. The evaluation criteria allocate 90 points to price (lowest bidder receives maximum score with subsequent bids scored proportionally), 10 points for delivery time in working days (lowest delivery time receives maximum score), and experience evaluated on a pass/fail basis. The initial contract period is two years from the date of award, with optional renewal for four additional one-year periods subject to written approval and potential renegotiation of terms. Pricing must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, and remain firm for the initial 24-month term. Written questions are due March 5, 2024, by 10:00 AM ET, and completed bid submissions are due March 12, 2024, by 1:30 PM ET through the Kentucky eProcurement system.
Kentucky resident bidders receive reciprocal preference in the evaluation process, and Kentucky Correctional Industries receives a preference equal to 20 percent of maximum points awarded. Bidders must be registered in the Commonwealth eProcurement System prior to bid submission, with no paper bids accepted, and must submit completed affidavits attesting to compliance with Kentucky campaign finance laws, resident bidder status (where applicable), and other mandatory state requirements. All affidavits require notarization by an authorized representative and must be executed under penalty of perjury. The Commonwealth reserves the right to request updated affidavits at any time and to demand supporting documentation for claims of resident or qualified bidder status, with failure to provide such documentation potentially resulting in bidder disqualification or contract termination. Qualified nonprofit agencies for individuals with severe disabilities may also be eligible to bid subject to specific employment and compliance requirements. No specific budget range or award value is identified in the solicitation documents; pricing is determined through the competitive bid process with the lowest compliant bid receiving maximum points on the 90-point price evaluation component.
