About this opportunity
The Missouri Department of Transportation (MoDOT), Central District is seeking to rent three (3) self-propelled enclosed brooms equal to the Broce Broom RJ350 model for a six-month period from April 2019 through September 2019. The solicitation requires the brooms to meet specific technical specifications, including a 4.5 turbo charged diesel engine with 80 hp, a 150-gallon water sprinkling system with a poly tank, an enclosed cab with safety glass and wipers, pressurized air conditioning, and a maximum of 2,500 operating hours. Bids will be accepted electronically or via hard copy between January 23, 2019, and January 31, 2019, at 1:00 PM CST, with delivery required to 871 State Hwy 240, Fayette, MO 65248. The contract will be awarded on an "all or none" basis to the lowest and best bidder, considering factors such as equipment condition, hours of use, and compliance with mandatory specifications. Liquidated damages of $250 per day per item will be assessed for late deliveries, and the contract includes provisions for a full manufacturer's or lessor's warranty covering parts, labor, and transportation for the entire lease period.
MoDOT encourages participation from minority-owned and women-owned business enterprises (M/WBE), with specific targets of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-disabled veteran-owned businesses may also qualify for preferences. Vendors must be registered on the MissouriBUYS procurement system to access the full solicitation details and participate in the bidding process. The department will provide fuel, chassis lubrication, and normal maintenance cleaning, while the lessor is responsible for scheduled oil changes, periodic services, lubricants, filters, parts, labor, and transportation costs. The contract may be renewed for up to three additional one-year periods, with maximum percentage increases to be specified by bidders. Cooperative purchasing is allowed, enabling Missouri counties, cities, and other political entities to potentially utilize the contract pricing. Payment terms are Net 30 days, with monthly invoicing required, and the total award value will depend on the monthly rental rate per unit submitted by the successful bidder.
