An Alaska Bidder Preference of 5% applies to qualifying Alaska businesses, and the State reserves the right to apply additional preferences for Alaska Veterans (5%), Employment Program participants (15%), and Alaskans with Disabilities (10%). All bidders must hold a valid Alaska business license at time of bid opening.
The simulator is a four-seat, tandem-axle trailer unit with dimensions of 8'5" wide by 20' long by 11'6" tall, weighing approximately 9,800 lbs. Required specifications include electric trailer brakes, integrated side-rail seismic drive system with variable manual speed control and three pre-programmed ride options, on-board Honda EU7000IS generator or equivalent, enhanced surround-sound audio system, ADA-compliant stairs and exit ramp, and professional UV-resistant vinyl wrap. The unit must be a new, current production model meeting all EPA emissions and FMVSS standards. A typical reference unit is the CARSO CARRIER 4-seat simulator, though other manufacturers and models may be pre-approved if they meet all minimum specifications.
The location of use is Joint Base Elmendorf-Richardson (JBER), Anchorage, Alaska. Delivery is required within 270 calendar days after receipt of order. The contractor must provide factory-certified onsite training at the State Equipment Fleet Maintenance Facility in Anchorage within 30 days of acceptance, including safe operation, maintenance, control settings, generator operation, and CO monitoring system training, with all travel costs included in the bid price.
Pricing must be submitted in U.S. dollars, firm for 180 days after bid opening, and include all delivery, freight, installation, and training costs to the final destination in Alaska (FOB Anchorage). The contract includes a one-year full parts and labor warranty and specifies a 0.90 equipment reliability ratio during any consecutive 12-month period, with liquidated damages of $100 per day for late or non-conforming delivery. The Municipality of Anchorage and other Alaska political subdivisions may cooperatively purchase from the resulting contract at the same price.
