About this opportunity
The City of Philadelphia's Department of License & Inspections is soliciting proposals for technical guidance services on Hydrologic and Hydraulic Engineering Report submissions associated with flood development in riverine and coastal flooding areas, with proposals due October 30, 2026 at 5:00 PM Philadelphia time.
Local Business Entity (LBE) certification and Local Impact status are positive evaluation factors. Under the LBE pathway, applicants must file a Business Income and Receipts Tax return within the preceding 12 months, maintain a valid Commercial Activity License and permits for the preceding 18 months, and either establish principal place of business in Philadelphia or satisfy at least two of three criteria: workforce of more than 60% Philadelphia residents, more than 50% of full-time employees working in the city at least 60% of the time, or more than 75% of gross receipts from Philadelphia sources. Alternatively, applicants may pursue Local Impact Certification by committing to employ city residents and perform work within the city upon award.
The scope includes conducting an audit and recommendations review of current H&H study submissions, developing minimum submission standards and best practices, creating supplemental plan review guidance documents with checklists, and delivering two virtual training courses (one for up to 40 internal L&I staff and one for 200+ external stakeholders, each up to 4 hours). The selected vendor must demonstrate expertise in flood insurance rate maps, IBC 2018/2021 and IRC 2018/2021 code provisions, FEMA technical guidance, hydrologic and hydraulic engineering principles and software, and coastal analysis studies.
The fixed-price contract cannot exceed $99,000 total, with payment upon approval of deliverables. The contract term begins on or about January 15, 2027, with an option for the City to extend up to three additional one-year terms at its sole discretion. Applicant questions are due October 13, 2026 at 5:00 PM Philadelphia time. Virtual interviews are scheduled November 16–20, 2026, with applicant selection December 1, 2026. The project is partially funded through Community Development Block Grant-Disaster Recovery federal funds. Proposals must be submitted electronically through eContract Philly and include scope of work (5-page limit), proposed schedule, line-item cost proposal, project personnel qualifications, references, and independent financial capacity statement. For contracts at or over $99,000, Transparency in Business disclosures under Philadelphia Code Section 17-1402(1)(b)(.4) would be required; late submissions will not be accepted.
