About this opportunity
The Metropolitan Area Planning Council (MAPC) is seeking proposals from qualified consultants to support the North Suffolk Public Health Collaborative (NSPHC) with design and piloting of a home visiting program across Chelsea, Revere, and Winthrop, Massachusetts, with proposals due October 21, 2026 and anticipated contract start November 1, 2026.
The scope includes designing a Welcome Home Visiting Program model, establishing program mission and goals, conducting a landscape analysis of support groups, developing family recruitment and identification methods, designing outcome benchmarks, facilitating regional convening and cross-municipal coordination, and evaluating a pilot program running January through June 2027. The consultant will design the referral system (anticipated to use the IRIS platform for case tracking, though other systems may be identified during design) and support local public health nurses and shared services staff who will conduct actual home visits. Subcontracting and teaming arrangements are permitted; the primary contractor is responsible for all partner work. The consultant must demonstrate experience with Massachusetts local or regional public health systems, early childhood referral and intervention programs, coalition facilitation, and maternal and child health implementation within the past five years.
The initial contract term runs through June 30, 2027, with a potential one-year extension through June 30, 2028, subject to funding availability. Pricing shall be submitted on a time-and-materials basis with hourly rates per task and staff-specific rate information, following the format specified in the RFP Section 10. The technical proposal is limited to ten pages, excluding resumes, signature pages, required forms, and reference materials. Proposals must follow all information and amendments posted on the CommBUYS platform, though CommBUYS registration is not required. The consultant must maintain sufficient insurance coverage to be determined upon award.
