About this opportunity

The City of Philadelphia, Office of Public Safety, is requesting proposals for a qualified former sworn law enforcement professional or consulting firm to provide subject matter expertise supporting digitization of the Domestic Violence Incident Report process for the Philadelphia Police Department and Sheriff's Office, with proposals due October 7, 2026 at 5:00 p.m. Philadelphia time and applicant selection scheduled for October 9, 2026.

Local Business Entity status and Local Impact certification are positive evaluation factors under Mayoral Executive Order No. 04-12; applicants may also self-identify as LGBTQ-owned or hold LGBTBE, MBE, WBE, or DSBE certifications for tracking and vendor-database expansion purposes.

The consultant will provide advisory support for two interconnected initiatives: structuring the Domestic Violence Incident Report form to capture data routable to the District Attorney's Office, PPD's Victim Assistance Officer, and community-based victim service providers, and updating the operational Memorandum of Understanding between PPD and the Philadelphia Sheriff's Office covering protective-order service, firearm relinquishment coordination, proof of service, documentation, timelines, information-sharing, and exception handling. The consultant will facilitate operational discussions between agencies, review implementation materials, and participate in project meetings alongside a Business Analyst documenting current and future workflows. Required qualifications include prior sworn law enforcement experience, supervisory or command-level experience, interagency procedure development experience, and strong facilitation and communication skills.

The not-to-exceed contract value is $60,000 for the period October 15, 2026 through October 14, 2027, with no option years. Individual consultant rates are capped at $81.25 per hour ($650 per eight-hour day) unless prior written approval is obtained from the Pennsylvania Commission on Crime and Delinquency. Proposals must include detailed cost proposals identifying labor category, hourly rate, estimated hours, and extended amounts. Travel costs are reimbursable only if approved and in accordance with City policies, within the contract ceiling. The engagement is funded through the Pennsylvania Commission on Crime and Delinquency FY 2024 Byrne State Crisis Intervention Program. Questions are due September 28, 2026. Contract execution is anticipated for October 13, 2026.
