About this opportunity
The State of Maine Division of Purchases is requesting quotations for a SecurPass Security X-Ray System under an RFQ with quotes due November 8, 2012 at 2:00 p.m. local time.
The system must be a walk-through or portal X-ray scanning system meeting specified performance standards for image resolution, throughput capacity, detection sensitivity for threat materials, and operational reliability. The procurement requires detailed equipment configurations including imaging capabilities, alarm thresholds, and compatibility with existing Maine state security infrastructure. Bidders must demonstrate processing capacity at specified throughput rates while maintaining detection accuracy for prohibited items. Vendors must provide certifications of compliance with applicable safety and performance standards, evidence of successful comparable installations, warranties, maintenance support options, and technical support throughout the contract term.
Quotations must be submitted electronically through the State of Maine's Vendor Self Service platform. Equivalent items meeting or exceeding specified standards may be submitted as alternates with complete identification and descriptive literature. Unit pricing must be quoted separately for each requested item; unit price governs in case of discrepancy with total price. Deliveries are FOB Destination, with the successful bidder bearing all transportation costs. The state is exempt from federal and state taxes and all prices must exclude taxes.
Award will be made on lowest priced conforming bid or best-value combination of service quality, conformity to specifications, delivery time and destination, and total cost to the state, with price weighted at a minimum of 25%. The State of Maine reserves the right to reject any or all quotations, waive irregularities, partially accept quotations, adjust quantities by up to 10%, and terminate contracts at will. Payment is via check, Electronic Funds Transfer, or State Procurement Card at net 30 days from receipt of a correct invoice. The contract is governed by United States and Maine state law.
