About this opportunity

Arlington County is requesting sealed bids for comprehensive security services across multiple County facilities under ITB N1482, with bids due October 15, 2026 at 3:00 p.m. via the County's PRISM+ system and a virtual pre-bid conference on September 25 at 11:00 a.m. The contractor must hold an active Virginia Private Security Services Business License issued by the Commonwealth of Virginia Department of Criminal Justice Services and demonstrate 3+ years of experience providing security to a campus containing a crisis intervention center, child advocacy center, and human services programs — the primary eligibility filters.

Coverage requirements span six locations with varying staffing levels and hours: Sequoia 1 and 3 (four officers Monday–Friday 7 a.m.–10 p.m., two Saturday 8 a.m.–5 p.m., one Sunday 12 p.m.–5 p.m.); Crisis Intervention Center (24/7 coverage, one officer on duty); Homeless Services Center (one officer Monday–Sunday 4 p.m.–midnight); Residential Program Center (one officer Monday–Sunday 7 p.m.–3 a.m.); Water Pollution Control Plant (two officers Monday–Friday 5:30 a.m.–7:00 p.m.); and Bozman Government Center (two officers Monday–Friday 7:00 a.m.–5:00 p.m. with overlapping shifts).

The County will award to the lowest responsive and responsible bidder. Pricing must remain firm until a specified Price Adjustment Date, thereafter adjustable only by the U.S. Department of Labor Consumer Price Index percentage change for the Washington-Arlington-Alexandria region. Contractor and subcontractor employees must earn a minimum of $17.00 per hour under a Living Wage provision with quarterly compliance reporting. The contractor must maintain workers compensation ($500,000/$500,000/$500,000), commercial general liability ($10 million per occurrence/$20 million aggregate), business automobile liability ($1 million combined single limit), and professional liability ($1 million per claim). All officers must pass pre-assignment and random drug screening and background checks. Questions are due October 1 at 5:00 p.m. Eastern Time.
