About this opportunity
Aquarion Water Authority is soliciting proposals for uniformed, unarmed security guard services at its two Bridgeport, Connecticut offices, with electronic bids due November 20, 2026 at 2:00 p.m. Eastern Time through the e-bid portal at aquarion.procureware.com. Before award, the contractor must provide proof of Connecticut business qualification or a covenant to obtain it, and non-resident contractors must file a bond with Connecticut's Department of Revenue Services.
Officers will be stationed at 600 Lindley Street and 835 Main Street, totaling 90 hours weekly. Lindley Street requires 70 hours across 8:00 a.m. to 4:00 p.m. and 4:00 p.m. to 10:00 p.m. shifts, Monday through Friday. Main Street requires 20 hours from 4:30 p.m. to 8:30 p.m., Monday through Friday. Officers perform multiple internal and external perimeter checks at varying intervals throughout each shift. The contractor furnishes all equipment, uniforms, and badges, and is responsible for employee wages, taxes, and direct supervision. Substitute officers require email notice at least 120 minutes before shift start.
Required insurance includes workers' compensation at Connecticut statutory limits, $2 million commercial general liability aggregate, and $1 million business automobile liability. The Authority must be named additional insured on all policies except workers' compensation.
The contract runs three years with two optional one-year renewals. Prices must appear in both words and figures and exclude sales tax, because Connecticut exempts Authority purchases. Payment is Net 30 following invoice receipt. The successful bidder must execute the contract within ten days of the Notice of Award, and award follows bid opening and evaluation. The Authority may terminate for cause if the contractor fails to perform diligently or breaches the agreement, with a five-business-day cure period unless exigent circumstances apply.
