About this opportunity

El Paso Water Utilities Public Service Board is requesting proposals for unarmed security guard services across its water, wastewater, administrative, laboratory, education, stormwater, and remote operational facilities in the El Paso region, with proposals due November 18, 2026 at 1:30 PM MT and a pre-proposal meeting on October 21, 2026 at 10:00 AM MT.

The offeror must hold a Class B Security Offeror License through the Texas Online Private Security portal. The scope encompasses access control, patrol operations, incident reporting, visitor management, emergency response, and law enforcement coordination across approximately twenty locations. EPWater requires approximately fifty-three Security Officers initially, with anticipated growth to sixty or more as operational needs evolve.

The offeror must provide all management, supervision, labor, materials, equipment, uniforms, safety gear, communications equipment, and technology services at no additional cost beyond the contract price. Pricing shall be submitted on a required Excel worksheet using firm, fixed pricing F.O.B. El Paso, Texas, with no formulas permitted. Price escalation is permitted after twelve months with thirty-day advance written request, but aggregate increases cannot exceed twenty-five percent of the original contract unit price over the contract life. EPWater will not pay premium rates for shift differentials or weekend/holiday work. The contract term is one year from award, with options for up to four additional one-year renewal periods under the same terms and conditions, plus an optional six-month month-to-month extension if a successor has not been obtained.

Evaluation is weighted as follows: management and supervision (twenty points), company experience in critical infrastructure (fifteen points), staffing and recruitment retention plans (fifteen points), technical approach and EPWater requirements understanding (fifteen points), technology and performance management (ten points), and cost proposal (twenty-five points). Board approval and award are anticipated January 13, 2027. Submission requires W9 forms, Texas Ethics Commission Form 1295, conflict-of-interest questionnaires, and new vendor forms.
