About this opportunity

Western Carolina University Police Department is requesting proposals for comprehensive service and maintenance of its 3xLOGIC CCTV system under RFP #73-RFP-00773, with proposals due August 7, 2026 at 2:00 PM ET. The vendor must be an authorized 3xLOGIC Provider/Center located within 100 miles of the University with a two-hour response time — a sole-source constraint that filters the bidder pool to 3xLOGIC-certified shops.

The scope covers on-site and remote support for over 1,000 cameras and 55 DVR/NVR units at the main campus in Cullowhee, North Carolina, plus 47 cameras and two NVRs at the Biltmore Park Instructional Site in Asheville. The vendor must provide 24 man-hours per month (288 annually) for service, maintenance, installations, programming, updates, and supplies; furnish bucket truck services at the equivalent of four man-hours per day; deliver 24/7 emergency support; maintain a service ticket tracking system; provide itemized estimates within ten workdays; and guarantee all installations and repairs unconditionally for 60 days. New equipment must be manufacturer-new. Required qualifications include authorized 3xLOGIC provider status, programming and configuration capability, proof of self-insurance, criminal background checks for all personnel, North Carolina Secretary of State and eVP registration, financial stability certification, and at least three customer references demonstrating experience with similar government or private sector clients. Compliance with North Carolina Building Codes and LV Codes is mandatory.

The initial contract term is one year beginning 30 business days after execution, with two optional one-year renewal terms at the University's sole discretion. Pricing shall be submitted with monthly and annual costs specified, plus separate rates for emergency calls outside normal contract hours at regular and overtime rates. Evaluation prioritizes technical approach, qualifications, and experience, followed by pricing under a best-value method. Written questions were due July 30, 2026 at 10:00 AM ET, with state responses issued July 31 at 10:00 AM ET.
