The County intends to establish a year-to-year service contract and may award one or more of six defined geographic territories to one or more contractors, allowing different contractors to serve different territories.
Contractors may submit proposals for any number of territories they are equipped and adequately staffed to serve during concurrent weather events. The scope includes snow plowing, pushing, loading, hauling, shoveling, and removal; snow and ice treatment and de-icing; maintaining access to priority and life-safety facilities; clearing parking lots, drives, sidewalks, ramps, steps, and emergency areas; emergency and after-hours response including nights, weekends, and holidays; relocating accumulated snow as needed; and maintaining ADA-accessible pedestrian routes. Priority and life-safety locations are the Courthouse/Jail Complex, Department of Social Services, New Admin Building, Health Department, and three designated EMS stations, where snow accumulation shall not exceed six inches before removal unless otherwise directed.
The initial contract term runs from execution through June 30, 2027, with an option for five additional one-year renewals at the County's discretion. The County does not guarantee any minimum number of snow or ice events, hours, quantities, locations, or expenditures.
Pricing must be submitted on a provided Bid Sheet with separate hourly rates for labor and equipment, per-bag pricing for ice-melt and de-icing material including delivery and application labor, and clearly stated mobilization or event minimum charges. All proposed markups, surcharges, after-hours premiums, holiday premiums, fuel surcharges, or other charges must be disclosed; undisclosed charges will not be accepted. Equipment rates should include normal operating costs, fuel, maintenance, and mobilization within the awarded territory.
Contractors must provide at least three references for comparable work, preferably including governmental, healthcare, institutional, or commercial clients. Insurance requirements include Commercial General Liability of $1 million per occurrence, Automobile Liability of $1 million per occurrence, and Workers' Compensation as required by North Carolina law. Damage caused by the Contractor is the Contractor's responsibility to repair or replace at no cost to the County.
