About this opportunity

South Dakota State University (SDSU) is seeking a vendor to provide comprehensive technology transfer services through a Request for Proposal (RFP) issued on July 23, 2025, with proposals due by 2:00 PM CDT on August 20, 2025. The selected contractor will assist SDSU in managing the entire technology transfer lifecycle, including technology recruitment, analysis, protection, marketing, and licensing. Key deliverables include improving technology transfer processes, educating faculty and staff, recruiting invention disclosures, maintaining databases, ensuring compliance reporting, conducting market and patentability assessments, and developing licensing strategies. The RFP outlines a detailed timeline with potential oral presentations scheduled between September 2-5, 2025, and anticipated award and contract negotiation period from September 23-26, 2025. The initial contract term is one year, with potential renewals for up to three total years. Offerors are required to submit inquiries via email to Karen Bravek at Karen.Bravek@sdstate.edu with the subject line "RFP #SDSU07232025 QUESTIONS" by the specified deadline, with responses to be posted on the state's e-procurement system.

While the RFP does not explicitly mention specific set-aside designations or restrictions on responding organizations, it indicates a comprehensive approach to technology transfer that requires significant expertise in research commercialization and technology management. The document suggests the contractor will work closely with SDSU's internal teams and potentially existing private partners to optimize technology development and commercialization processes. Although a specific budget range is not disclosed, the scope of services implies a substantial contract value commensurate with the comprehensive nature of the technology transfer support required. The procurement appears designed to help SDSU substantially grow its research impact through strategic technology transfer services. Potential vendors should demonstrate extensive experience in technology transfer, comprehensive understanding of research commercialization processes, and the ability to provide end-to-end support from initial technology identification through licensing and potential commercialization.
