About this opportunity

Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ) for equipment to support the County's reverse osmosis feed water system monitoring. The procurement seeks three specific items: a Silt Density Index (SDI) Monitor (Model EZSDI-1 or equal), a Booster Pump Assembly with Enclosure (Model EZBP115T-USAU-ENC or equal), and Drain Tubing (Model 257 or equal), all manufactured by Rodi Systems. All equipment must be new, of current manufacture at the time of quote submission, and include factory warranties. Quoters must submit responses on or before April 27, 2023, at 4:00 p.m. Palm Beach County local time to the Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199, with faxed or emailed responses accepted. Delivery is required within five weeks of purchase order receipt unless modified in writing. The County will issue individual purchase orders for these items and will conduct acceptance testing upon delivery, with the right to return nonconforming items at the vendor's expense for full refund or credit. Award shall be made on an all-or-none, total offer basis to the lowest responsive and responsible quoter, and the County reserves the right to purchase additional quantities within twelve months of award at the quoted prices.

Pricing shall be firm fixed-unit pricing for each item, with all shipping, freight, surcharges, labor, and delivery costs included in the quoted unit price. Quoters must be registered as vendors in Palm Beach County's Vendor Self Service (VSS) system prior to contract finalization, and all subcontractors must likewise be registered. Award recommendations are subject to a five-business-day posting period during which protests are accepted. The procurement is subject to Small/Minority/Women-Owned Business Enterprise (S/M/WBE) and Local Preference provisions, as well as federal compliance requirements including the Uniform Guidance (2 C.F.R. Part 200), Davis-Bacon Act provisions if applicable, debarment and suspension certifications, and domestic preference for procurements. A Commercial General Liability Insurance policy with minimum coverage of $500,000 per occurrence is required. No specific budget range or award value is identified in the solicitation documents.
