About this opportunity
The South Dakota Department of Public Safety Wildland Fire Division (SDWF) is soliciting proposals for hazardous fuels reduction treatment services in Codington County, specifically near Argyle, South Dakota. The procurement involves a Request for Proposal (RFP) for treatment of approximately 70.54 acres of property, with the primary objective of thinning, piling, and burning or chipping/mulching trees 10-inches in diameter and smaller to achieve an average spacing of 25 feet between trees. Targeted vegetation includes ponderosa pine, spruce, cedar, and juniper trees. Evaluation criteria will encompass per acre pricing, contractor expertise, resources, experience, availability, familiarity with the project site, proposed performance and project management methods, project timeline, and proposed biomass utilization. Key procurement dates include site visits scheduled for November 13th and 18th, 2024, with proposals due by December 3rd, 2024 at 3:00 PM MST. The contract term is set for two years, and SDWF reserves the right to enter into contracts with multiple contractors and to negotiate final scope and compensation with the highest-ranked offeror.
The RFP does not specify explicit set-aside designations or restrictions on respondent types, though contractors must comply with state requirements regarding debarment, non-discrimination, prohibited entities, and boycotts of Israel. No incumbent vendors are identified in the available documentation. While specific budget ranges are not explicitly stated, pricing will be evaluated on a per-acre cost basis. The procurement allows for potential multiple award scenarios, with SDWF indicating they may contract with more than one qualified contractor for the slash removal project. Contractors interested in the opportunity must submit written inquiries via email to Lane Ostenson at Lane.Ostenson@state.sd.us, using the subject line "RFP # 24RFP11567" for any clarification requests. The project is located in Section 16, Township 6S, Range 4E, and involves strategic vegetation management along SD Highway 89 near the Argyle area.
