About this opportunity
The Screven County Development Authority is seeking sealed bids for the Industrial Park Sewer and Water Project, a comprehensive utility infrastructure development located in Sylvania, Georgia. The procurement involves constructing a sanitary sewerage and water system with specific infrastructure requirements, including 2,900 linear feet of 12-inch PVC water main, 640 linear feet of 6-inch PVC water main, 3,050 linear feet of 8-inch PVC gravity sewer, 14 gravity sewer manholes, fire hydrants, grassing, and erosion control. Prospective contractors must possess a valid Georgia Utility Contractor license and employ a certified Utility Manager to oversee the project. Sealed bids will be accepted until September 24th, 2025, at 11:00 AM at the Screven County Development Authority, with a strict project completion timeline of 150 calendar days. Bidders are required to submit a bid bond or certified cashier's check for no less than 10% of the base bid, and contract documents can be obtained from Parker Engineering, LLC for a non-refundable fee of $150.00 per full-size set. No bid may be withdrawn for 60 days following the closing time, and bids will be publicly opened and read at the specified location.
While no specific set-aside designations or disadvantaged enterprise provisions are explicitly mentioned in the procurement documents, contractors must comply with E-Verify regulations and utilize sureties licensed in Georgia. The project will be funded entirely by the Screven County Development Authority, with performance and payment bonds required to be 100% of the contract price if awarded. Contractors must demonstrate financial stability and have sureties meeting specific financial ratings. The procurement appears open to qualified utility contractors with appropriate state licensing and certifications, with the development authority reserving the right to reject any or all bids. Although a precise budget range is not specified, the comprehensive nature of the infrastructure project—involving water mains, sewerage systems, and associated civil works—suggests a substantial investment in municipal infrastructure development. The project's scope indicates a significant capital improvement initiative for the Screven County industrial park, focusing on critical utility system expansion and modernization.
