About this opportunity
The California Department of Transportation (Caltrans) is issuing an Invitation for Bid (IFB) for scrap metal recycling services in Monterey County, specifically at the District 05 Maintenance Station located at 2111 Garden Road, Monterey, California. The procurement seeks a qualified contractor to provide on-call collection, removal, and recycling of scrap metal, with services including provision and maintenance of lockable steel containers with wheels, pickup within two business days of request, weighing loads under the supervision of a licensed weighmaster, and delivery to state-certified recycling centers. The estimated quantity is approximately 218 gross tons of scrap metal over the contract term. Bidders must possess a valid Motor Carrier Permit from the California Department of Motor Vehicles and a current Weighmaster License from the California Department of Food and Agriculture. Services will be provided during business hours Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding holidays. Written questions must be submitted by April 21, 2026 at 5:00 p.m. Pacific Time, with bid submissions due April 28, 2026 at 2:00 p.m., followed by bid opening at 2:30 p.m. the same day; the estimated award date is May 5, 2026, with contract commencement on June 1, 2026 and expiration on May 31, 2029.
This is a revenue-sharing agreement with no maximum cost limit, structured so the contractor retains proceeds from scrap sales minus a percentage paid to Caltrans based on American Metal Market export pricing for No. 2 bundles of ferrous metal at the Port of Los Angeles; bidders must submit a competitive percentage bid indicating what portion of monthly scrap revenues will be paid to Caltrans. A five percent small business preference applies to certified small businesses and micro businesses, with a dollar cap of $50,000, and a five percent Disabled Veteran Business Enterprise (DVBE) incentive applies for 100 percent verified DVBE participation, with a combined incentive and preference dollar cap of $100,000. Contractors must maintain proof of insurance including $1,000,000 per occurrence/$2,000,000 aggregate commercial general liability coverage, $1,000,000 combined single limit automobile liability coverage, and statutory workers' compensation coverage. Additionally, contractors must maintain an American Metal Market subscription throughout the agreement term and submit monthly tonnage reports by the 15th of each month. Subcontracting is prohibited under this agreement.
