About this opportunity

Greenville County is seeking proposals for Scrap Metal Processing Services at the Twin Chimneys Landfill through Request for Proposals (RFP) #23097. The procurement targets experienced firms capable of providing comprehensive metal recycling services, with an annual collection volume of approximately 2,500 tons of metal appliances and materials. Key deliverables include loading and removing scrap metal within one week of county notification, meeting all state and federal regulatory requirements, and processing various metal materials including appliances, motors, compressors, and propane tanks. The proposal evaluation will focus on responsiveness, revenue sharing potential, detailed scope of work, previous experience, and demonstrated service capabilities. The RFP was issued on March 3, 2023, with proposals due by April 12, 2023, at 3:00 pm, and a tentative contract award date of May 4, 2023. The facility is accessible Monday through Friday from 7:30 am to 4:30 pm and Saturday from 8:00 am to 4:00 pm, located at 11075 Augusta Road, Greenville, SC 29654.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The revenue model for the contract involves the contractor paying Greenville County a percentage based on the three-month average of the American Metal Market #2 bundles price or the contractor's market price, whichever is higher. Insurance requirements are comprehensive, mandating $1,000,000 in comprehensive general liability insurance, $1,000,000 in automobile liability insurance, and statutory worker's compensation coverage. The contract template allows for an initial term with potential for up to four annual renewals, providing long-term opportunity for the selected vendor. While specific budget ranges are not detailed, the annual metal collection volume of 2,500 tons suggests a potentially significant revenue opportunity for the selected contractor. The contract will be governed by South Carolina law, with any disputes to be heard in Greenville County courts, and requires the contractor to handle specialized material processing including proper management of Chlorofluorocarbons (CFCs) and other regulated materials.
