About this opportunity
Commonwealth University of Pennsylvania - Bloomsburg Campus is seeking qualified plumbing contractors for a comprehensive hot water heater replacement project at the Scranton Commons building. The procurement involves demolition and replacement of two existing indirect, steam hot water storage heaters, including associated piping, insulation, supports, fittings, valves, traps, pumps, and electrical infrastructure. The Lead Prime Contractor must be a Plumbing Contractor responsible for furnishing all labor, materials, tools, and equipment to complete the project according to contract specifications. A mandatory pre-bid conference and site visit is scheduled for October 9, 2025, at 9:00 am in the PA Room at Scranton Commons. Electronic bids will be accepted through PennBid (https://pennbid.bonfirehub.com/) until 1:00 PM EDT on October 30, 2025. Interested bidders must register on PennBid, which is a free process that allows document retrieval, solicitation updates, and confidential bid submissions.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the contract opportunity. The procurement is structured as a separate prime contractor project under Pennsylvania statute, with the plumbing contractor serving as the lead contractor. While no incumbent vendor information was provided, the project involves replacing existing infrastructure with new indirect, steam storage water heaters and associated systems. Bidders will need to demonstrate technical capability to handle comprehensive mechanical and electrical system replacements in an institutional setting. The solicitation does not specify a precise budget range or award value, leaving financial expectations to be determined through the competitive bidding process. Potential contractors should be prepared to provide comprehensive replacement services that meet the university's technical specifications and performance requirements.
