About this opportunity

Greenville County is soliciting bids for the SCOR Stream Restoration and Riparian Area Reclamation Projects, an ARPA-Funded Stormwater Infrastructure Program (ASIP) grant through the South Carolina Office of Resilience. The procurement involves two distinct stream restoration and riparian forest establishment projects within the Reedy River watershed: the Little Creek Stream Improvement project (6.5-acre reforestation and 1,400-ft stream restoration) and the North Chastain Stream Restoration project (5.5-acre reforestation and 1,200-ft stream restoration). Project deliverables include comprehensive stream restoration techniques such as bank grading, soil lifts, coir matting, boulder walls, and instream features like cross vanes, riffles, and stream drops. The bid requires contractors to perform extensive earthwork, erosion control, stream restoration, and ecological rehabilitation, including planting hundreds of trees, shrubs, and native vegetation. A mandatory pre-proposal meeting is scheduled for October 9, 2024, with electronic bid submissions due by October 29, 2024, at 3:00 pm. The county plans to review bids from October 29 to November 8, 2024, with a tentative contract award date of November 8, 2024. Evaluation will be conducted on a pass/fail basis, considering responsiveness, cost, previous experience, and references.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises. Bidders must provide a 5% bid bond and will ultimately be required to secure performance and payment bonds. The project requires comprehensive insurance coverage, including $1M per occurrence for comprehensive general liability and automobile liability, along with statutory workers' compensation. Contractors must comply with the South Carolina Illegal Immigration Reform Act and provide proof of proper licensing and permits. The total estimated project cost is $1,405,890.85, with the North Chastain portion totaling $591,456.23 and the Little Creek portion at $814,434.62. The Notice to Proceed is contingent on obtaining all necessary permit approvals, and the contract includes a 90-calendar day completion timeline with potential liquidated damages of $250 per calendar day for delays. Successful bidders will be expected to integrate advanced stream restoration techniques, prioritize native ecological restoration, and demonstrate expertise in complex environmental rehabilitation projects.

Opportunity text

Greenville County has been awarded an ARPA-Funded Stormwater Infrastructure Program (ASIP) grant through the South Carolina Office of Resilience (SCOR) to establish a riparian forest and perform a restoration along the Reedy River watershed.

*This bid includes two separate projects at separate locations*

The Little Creek Stream Improvement and Riparian Area Reclamation project is intended to establish a riparian forest and perform a restoration along previously acquired floodplain buyout properties within the Reedy River watershed. It is a tributary in the upper Reedy River watershed. Near the confluence of Little Creek with the Reedy River, a group of multiple properties were acquired as part of Greenville County's floodplain buyout program in 2010 to reduce flood risks near the intersection of Plano Drive and Vinson Drive. The proposed project consists of a 6.5-acre reforestation effort, and a one-sided (1,000-ft) and two-sided (400-ft) Priority 2 and 3 stream restoration.

The North Chastain Stream Restoration and Riparian Area Reclamation project is intended to establish a riparian forest and perform a restoration along previously acquired floodplain buyout properties within the Reedy River watershed. The proposed project is contained on County-owned property and consists of a 5.5-acre reforestation effort, a 600-ft Priority 2/3 (as categorized by the USACE) stream restoration of an unnamed tributary, and single-sided 600-ft Priority 3/4 stream restoration of Langston Creek.

The stream restoration work may include bank grading with the help of soil lifts, coir matting, turf reinforcement matting, boulder walls and bank toe treatments (toe rock, toe wood, and boulder toes(s)). They will also include the installation of instream features such as cross vane(s), boulder/constructed riffle(s), stream drop(s), j-hook vane(s), and single arm vane(s). Additionally, these projects may include re-routing or daylighting of streams.

** Notice to Proceed (NTP) contingent on all pending permit approvals **
