About this opportunity

The Florida Fish and Wildlife Conservation Commission is soliciting information from prospective vendors regarding their ability to provide scientific dive survey and targeted removal services for the invasive seagrass Halophila stipulacea, with vendor responses due August 19, 2026 at 10:00 a.m. ET — this is a sole-source procurement notice, not a competitive bid solicitation.

The FWC has determined that these services are available only from a single source. Market research of aquatic habitat management and marine environmental contractors confirmed that Marine Taxonomic Services, LTD (represented by Robert Mooney, Principal Marine Scientist & Vice President) uniquely possesses the integrated underwater taxonomic survey and selective removal expertise required. The justification centers on MTS's specialized knowledge in marine plant taxonomy, scientific diving capabilities, and demonstrated experience with invasive marine vegetation eradication, particularly Caulerpa prolifera, directly applicable to Halophila stipulacea management.

The scope encompasses comprehensive scientific diving surveys and selective hand-removal operations within a designated 27-acre pilot study area at Miami Marine Stadium. Work includes surveying transects while hand-removing small invasive seagrass patches in real time, with larger patches marked for removal using hand removal or tarping methods. The project supports Early Detection and Rapid Response (EDRR) efforts by determining infestation extent, removing detected invasive plants, and evaluating effective survey and removal methodologies for future management.

The estimated contract value is $53,853.77. Contract term is one year upon issuance of the Purchase Order. Prospective vendors must demonstrate their capability to perform all contract requirements and warrant compliance with Chapter 287, F.S., and all applicable rules and laws. This procurement is located in Leon County, Florida.
