About this opportunity
Southern Oregon University, located in Jackson County, is issuing an Invitation to Bid (ITB #2026-07) for the Science Building Membrane Roof Replacement project at 1250 Ashland Street, Ashland, Oregon. This procurement solicits bids from qualified commercial contractors to remove the existing single-ply membrane roofing and install new 60-mil, mechanically fastened PVC membrane roofing across approximately 16,000 to 17,000 square feet of roof area. The scope of work includes complete demolition and disposal of existing roofing, installation of tapered insulation to eliminate water ponding, installation of DensDeck cover board, installation of the new PVC membrane system, removal and salvage or replacement of metal parapet copings, furnishing and installation of fall protection anchors, walk pads, flashings, and all required accessories, and provision of a 20-year No-Dollar-Limit manufacturer's warranty extending to the exterior face of walls. Bidders must be Oregon-licensed commercial contractors with a minimum of three roofing projects of comparable size and complexity completed within the last three years and must hold current Installers certification from the roof membrane manufacturer. All contractors and subcontractors must be currently licensed with the Oregon Construction Contractor's Board and must have a Public Works Bond on file prior to bid submission. The acceptable roofing system manufacturers are limited to Duro-Last Roofing, Inc., Carlisle SynTec, Inc., and Sika Sarnafil, with no substitutions permitted. A mandatory pre-bid meeting is scheduled for May 1, 2026, at 10:00 a.m. at the Science Building, sealed bids are due by 3:00 p.m. on May 13, 2026, at the SOU Service Center, and the project is scheduled for construction between June 15, 2026, and August 31, 2026. The contract is awarded on a lump-sum basis with Performance and Payment Bonds required; Bid Bonds are not required.
This procurement is subject to Oregon Bureau of Labor and Industries prevailing wage rate requirements, and Southern Oregon University requests that proposals include information on environmental mitigation strategies, supplier diversity strategies, and corporate values statements aligned with the University's Sustainability and Equity in Purchasing Policy. There are no specific set-aside designations mentioned for disadvantaged enterprises or minority-owned businesses, though the University's emphasis on supplier diversity and equity in purchasing may provide preference consideration for such vendors. Bidders must certify they are not in violation of Oregon tax laws and must acknowledge receipt of all addenda by the due date or face bid rejection. The selected bidder must execute the contract and deliver required insurance certificates, including Commercial General Liability ($1,000,000 per claim, $2,000,000 per occurrence), Automobile Liability ($1,000,000 per claim, $2,000,000 per occurrence), and Builder's Risk Insurance, within ten calendar days of award notification. No specific budget range or award value is disclosed in the procurement documents; however, the project's prevailing wage requirement threshold of $50,000 indicates a substantial contract value. The apparent successful bidder will be notified via "Notice of Intent to Award," and competing bidders will have seven calendar days to request a protest of award.
