About this opportunity
Pennsylvania's Department of General Services is procuring general and HVAC construction services for SCI Pine Grove facility upgrades in White Township, Indiana County. This is a standard low bid project restricted to DGS-certified small businesses, with two separate contracts: General Construction estimated at $800,000–$900,000 and HVAC Construction estimated at $100,000–$200,000. The project scope includes control room upgrades, security camera installations, and other facility improvements at the correctional institution located at 189 Fyock Road. Liquidated damages are set at $500 per day for each contract. Interested bidders must attend a mandatory pre-bid conference on Thursday, March 12, 2026, at 10:00 A.M. at the SCI Pine Grove facility; attendance requires prior approval from SCI/DOC one week before the meeting date. Sealed bids are due on Tuesday, April 7, 2026, at 1:00 P.M., and no bid guaranty is required for this project.
This procurement is designated exclusively for Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation, with prime contractors required to meet SDB goals of 12% and VBE goals of 3% for all general construction base bids or demonstrate good faith efforts to achieve these targets. The small business reserve designation restricts bidding to DGS-certified small businesses only. While the Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified the project as eligible for SDB and VBE goal-setting, no points will be awarded for SDB or SB participation in the evaluation process. Bidders must agree to fully meet the stated participation goals or document comprehensive good faith efforts in their proposals. This represents a shift from previous Capital Programs procurement practices regarding small business and diverse business participation requirements.
