About this opportunity

The state of Pennsylvania, specifically through the Department of General Services Capital Programs, is seeking bids for a construction project at SCI Muncy involving the construction of a new Records/Intake Building. This is a rebid standard low bid project encompassing four primary construction categories: General, HVAC, Plumbing, and Electrical construction. The project requires comprehensive construction services across these domains, with specific performance expectations and liquidated damage provisions for each category. Bids will be received on Tuesday, February 17, 2026, at 2:00 P.M., with no bid guaranty required. The procurement targets the development of a new facility at the Lycoming County location, with precise construction specifications outlined in the bid documents. Bidders must demonstrate technical competence, construction capability, and adherence to the detailed requirements across the four construction disciplines.

The procurement includes specific Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals for each construction category, with percentages ranging from 6% to 19% for SDB and a consistent 3% for VBE across all contract types. Notably, the procurement applies only to projects exceeding $600,000, and no points will be allocated for SDB/SB participation. Bidders must either fully meet the established participation goals or demonstrate good faith efforts in achieving them. The estimated budget ranges are substantial: General Construction at $4,000,000 - $5,000,000, HVAC at $700,000 - $800,000, Plumbing at $600,000 - $700,000, and Electrical at $2,000,000 - $3,000,000. Daily liquidated damages are specified for each construction category, ranging from $500 to $3,000 per day, which provides financial incentives for timely and compliant project completion.
