About this opportunity

The state of Pennsylvania, specifically through SCI Forest located in Forest County, is seeking a procurement for updating IP cameras, classified as a revised rebid standard low bid electrical construction project. The project involves electrical work to upgrade the surveillance system at the facility located at 286 Woodland Drive, Marienville, PA. A mandatory pre-bid conference is scheduled for Wednesday, August 9, 2023, at 10:00 A.M., with interested parties required to email their company and attendee details to Ross Buscemi at rbuscemi@pa.gov by close of business on August 4, 2023. Bids will only be accepted electronically through e-Builder, with the bid submission deadline set for Thursday, August 31, 2023, at 3:00 P.M. Bidders must be registered, have an active vendor number, and create a user profile within e-Builder. The project requires compliance with the Public Works Employment Verification Act and Executive Order 2021-06, mandating submission of verification and worker protection certification forms.

The procurement has specific diversity and small business considerations, with the Department of General Services identifying this opportunity as potentially eligible for Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation. However, since the project is below the $400,000 threshold, no specific participation goals will be allocated. For the electrical construction component, the goals are 17% SDB and 3% VBE, with bidders required to either meet these goals or demonstrate good faith efforts. The estimated project range for the electrical work is $3,000,000 to $4,000,000, with liquidated damages set at $1,000 per day. No bid guaranty is required for this project. Technical support for e-Builder is available via email at support@e-builder.net or by phone at 1-888-288-5717, with bid openings viewable only on Windows PCs due to technical limitations.
