About this opportunity
The state of Pennsylvania is seeking bids for an electrical construction project at SCI Forest, specifically to update IP cameras. This is a standard low-bid project targeting electrical infrastructure improvements at the state correctional institution located in Marienville, Forest County. The project requires electronic bid submission through e-Builder, with bids due on Tuesday, June 13, 2023, at 3:00 P.M. A mandatory pre-bid conference is scheduled for Friday, May 26, 2023, at 10:00 A.M. at the SCI Forest Main Entrance, with potential bidders required to complete a clearance form and email it to Ross Buscemi at rbuscemi@pa.gov in advance. The estimated project range for the electrical construction component is between $3,000,000 and $4,000,000, with liquidated damages set at $1,000 per day. All proposers must be registered, have a current active vendor number, and create a user profile within e-Builder to access and submit bid documents.
The procurement has specific diversity and business enterprise requirements, with Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals established for the electrical construction segment. The goals are 17% for SDB and 3% for VBE, though these goals are not mandatory for procurements under $400,000. Bidders must either meet these participation goals or demonstrate good faith efforts to do so. Additional compliance requirements include submitting a Commonwealth Public Works Verification Form and a Worker Protection and Investment Certification Form, ensuring adherence to Pennsylvania labor and workforce safety laws. No bid guaranty is required for this project, and bidders are explicitly prohibited from posting bid documents on social media or public web platforms. Technical support for the e-Builder platform is available via email at support@e-builder.net or by phone at 1-888-288-5717, with bid openings viewable only on Windows PCs.
