About this opportunity

The Missouri Department of Transportation (MoDOT), Southeast District, has issued a Single Feasible Source (SFS) solicitation for School Zone Flashing Beacons, specifically targeting Applied Information for School Beacons. The procurement identifies Traffic Control Corporation as the sole authorized distributor for the Missouri region, capable of providing comprehensive product training, technical support, sales, warranty, and overall product support. The solicitation covers proprietary school beacon equipment and accessories that must maintain warranty validity and be fully compatible with existing systems. The contract period runs from August 1, 2023, to July 31, 2024, with responses due by August 9, 2023, at 11:00 AM CDT. Vendors must submit electronic responses through the MissouriBUYS system, and the procurement follows specific state regulations for single feasible source determinations. Cellular data services are also part of the procurement, which must interface with existing and future system purchases and can be purchased on an annual basis.

The solicitation encourages minority and women-owned business participation, with target goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation. The procurement is open to all vendors, though Traffic Control Corporation has been determined as the sole source provider. While no specific contract value is listed, purchases over $25,000 will require compliance with the Domestic Products Procurement Act and may receive a 10% price preference for American-made products. The state of Missouri is exempt from certain taxes, and payment terms are set at net 30 days with free on board (FOB) destination delivery. Vendors are invited to submit information demonstrating their ability to provide the required commodities, and MoDOT will review any responses to potentially reconsider the single feasible source determination. The procurement follows the state's regulations under 7 CSR 10-11.020, which requires public notice for purchases and specific procedural guidelines for single feasible source contracts.
