About this opportunity

The Town of Plainfield, Connecticut is issuing a Request for Proposal (RFP) for civil engineering and bridge design services to replace the existing School Street Extension Bridge. The procurement seeks qualified civil engineering firms to provide comprehensive design services including preliminary field investigations, geotechnical investigations, topographic surveys, wetland delineation, hydraulic analysis, complete bridge design, sewer line design coordination, permitting support with federal and state agencies, and construction administration services. The project involves designing a prefabricated steel bridge structure with new supporting abutments and foundations to replace an abandoned roadway bridge currently carrying a 16-inch cast iron mechanical joint sewer line. Contractors will be evaluated based on their understanding of the project, personnel competence, project management approach, experience with similar municipal projects, timeliness, fee competitiveness, and client references. The RFP was released on March 20, 2026, with a mandatory pre-bid conference scheduled for April 2, 2026, at 10:00 AM at the bridge site, and sealed proposals must be submitted to the Town's Finance Director by 11:00 AM on April 9, 2026, at Plainfield Town Hall, 8 Community Avenue, Plainfield, CT 06374. The contract will be awarded on a lump sum basis for design services, segmented into 30%, 60%, 90%, and 100% design phases, with construction services to be compensated on an hourly rate basis.

Connecticut state law mandates that a minimum 25% set-aside of the state-funded contract value be reserved for certified small businesses and 6.25% for certified minority-, women-, and disabled-owned businesses. Selected contractors must maintain general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate coverage, workers' compensation coverage, commercial auto liability insurance with $1,000,000 combined single limit, and professional errors and omissions insurance of $1,000,000 per claim. Contractors are required to establish an office within 100 miles of Town Hall within 120 days of contract award and must comply with all federal and state labor standards, civil rights requirements, and Connecticut Human Rights Office contract compliance provisions. No estimated total contract value is provided in the solicitation documentation. The Town reserves the right to reject any or all bids and to terminate the contract with 30 days' notice. For inquiries regarding the solicitation, Sean Svab at the Town of Plainfield can be contacted at 860-230-3028 or ssvab@plainfieldct.org.
