About this opportunity
Edenton-Chowan Public Schools (ECPS) in North Carolina is requesting proposals for school safety communication and emergency response technology across four sites—DF Walker Elementary, White Oak Elementary, Chowan Middle, and the District Office—with proposals due August 6, 2026 and mandatory site visits July 15–16. Funding flows through the U.S. Department of Justice, Office of Community Oriented Policing Services, FY25 School Violence Prevention Program; the federal award is contingent upon fund availability, Board approval, and successful contract negotiation, with no reimbursable costs prior to written authorization by ECPS.
The scope encompasses planning, installation, integration, testing, training, and initial maintenance support for modernized emergency communication, lockdown notification, intercom, visual alerting, and related network and cabling infrastructure. Proposed solutions must be compatible with existing technology at John A. Holmes High School to ensure seamless future district integration. Vendors must demonstrate familiarity with Federal Uniform Guidance (2 CFR Part 200), federal debarment and suspension requirements, anti-lobbying certifications for bids exceeding $100,000, and compliance with the STOP School Violence Act of 2018.
Respondents must provide itemized pricing by site and major cost category—equipment and materials, labor and installation, software and licenses, training and support, and recurring costs—using the provided Cost/Pricing Proposal Sheet. Eligible competitively awarded cooperative purchasing contracts under federal procurement standards may be utilized with appropriate documentation and verification of compliance.
Evaluation criteria are firm qualifications and technical capacity (25 points), relevant experience and past performance (20 points), implementation capacity and project approach (20 points), federal grant compliance and documentation capacity (15 points), cost reasonableness and pricing documentation readiness (10 points), and licensure, insurance, certifications, and references (10 points).
Questions are due July 29, 2026 by 12:00 PM. Site visit attendance is mandatory, beginning at the District Office, 800 N. Oakum Street, Edenton, NC 27932. Vendor notification for interviews is anticipated August 10, with interviews, if necessary, on August 12. The anticipated award date is August 18, with installation completion required no later than August 31, 2027.
