About this opportunity

This state and local contracting opportunity is for a specialized audit of school facility project cost estimates in Franklin County, Kentucky. The Commonwealth of Kentucky's Auditor of Public Accounts (APA) is seeking proposals from qualified, independent certified public accounting firms to conduct the audit, which is mandated by 2024 Kentucky House Bill 6. The scope of the audit includes examining the scope, cost, and available local resources for each school facility project identified for potential funding from the Kentucky School Facility Assistance Fund. The selected firm will be required to deliver a report on the project cost estimates, as well as a letter reporting the results of the audit procedures. The technical proposal will account for up to 1000 points, and the cost proposal will account for up to 100 points in the evaluation. The contract is anticipated to be in effect from September 1, 2024 through February 17, 2025, with the option to extend to February 17, 2025 if agreed upon by the APA.

There are no set-aside designations or restrictions on the types of organizations that can respond to this opportunity. The Commonwealth reserves the right to negotiate a fair and reasonable compensation rate with the highest-ranked firm and to reject any or all proposals based on the best interests of the Commonwealth. The budget for this contract is not specified, but the APA will make payment based on the contractor's hourly rate, with a portion withheld until satisfactory completion. Liquidated damages may be assessed for late delivery.
