About this opportunity

The City of New London, Connecticut is requesting proposals for School Crossing Guard Services at designated intersections to serve New London Public Schools students, with proposals due July 24, 2026. A 15% local-vendor preference applies to New London-based businesses whose bids fall within 15% of the low bid and who provide documentation of local vehicle registration and current tax payments.

The Contractor shall provide trained, qualified, supervised, and appropriately equipped crossing guards at specified City intersections throughout the school year. The scope encompasses all services necessary to staff and manage crossing guard operations aligned with the New London Public Schools 2026–2027 academic calendar, which runs September 1, 2026 through June 15, 2027, with varying student dismissal times across school levels (7:50 a.m. to 3:45 p.m. depending on school type).

Award shall be made to the lowest responsible, qualified bidder based on net cost and City specifications. The City reserves the right to award to other than the low bidder or make multiple awards. Bid bonds are not required.

Insurance requirements include commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate for bodily injury and property damage, plus workers' compensation coverage as applicable. All insurance policies must name the City of New London as an additional insured on a primary and non-contributory basis.

Contract terms are governed by the City of New London Master City Contract 2026 template and Standard Terms and Conditions for RFPs. The contract is subject to annual appropriations from the City's fiscal year budget (July 1 to June 30) and may be terminated immediately without liability if funding is not appropriated. Either party may terminate with 30 days' written notice, or the City may terminate with 7 days' notice for contractor failure to perform. Payment terms are net 45 days after invoice receipt. All work must comply with Connecticut state law, New London municipal regulations, nondiscrimination provisions, and affirmative action requirements for minority business enterprise participation on public works projects valued at $50,000 or more annually.
