About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for Schnee Boots on behalf of the Inland Fisheries & Wildlife Department, with quotations due August 22, 2016 at 2:00 p.m. Eastern Standard Time. No substitutions are permitted — the specification is restricted to two models: the 13" Hunter II and 13" Extreme in whole men's sizes 5 through 15.
Both models must feature 100% rubber waterproof bottoms, full grain oil-tanned leather uppers, and removable insulated liners. Boots are manufactured in Montana. The RFQ is open to public agencies, private for-profit companies, and non-profit organizations. Quotations are submitted electronically through the State of Maine's AdvantageME Vendor Self Service system.
The Master Agreement begins October 1, 2016, and runs through September 30, 2017, with two optional one-year renewal periods extending through September 30, 2019, contingent on continued funding and satisfactory performance. All deliveries are FOB Destination with a 10 working-day lead time from order receipt; the pricing spreadsheet lists 14-day delivery terms.
Evaluation is on a "Best Value" basis considering product conformity, delivery dates, and pricing, with final award to the lowest-priced qualified bidder. The awardee must maintain a single point of contact for all state departments, accept the State of Maine Procurement Card without surcharge, provide no minimum order requirements if possible, and remit a quarterly anti-sweatshop fee equal to 1% of total quarterly purchases plus quarterly sales reports. The State is exempt from federal, state, and local taxes; payment is net 30 upon receipt of accurate invoices. The Code of Conduct Affidavit requires compliance with all applicable wage, health, labor, environmental, safety, and anti-discrimination laws at manufacturing facilities. Questions are due 48 hours before the closure date. Bidders must submit Appendices A, D, and E, plus the completed Bid Prices spreadsheet.
