About this opportunity

Midpeninsula Regional Open Space District is requesting proposals and qualifications for professional engineering and design services for the Schilling Lake Spillway Repair Project at Thornewood Open Space Preserve in San Mateo County, California, with proposals due October 27, 2026 at 5:00 PM and mandatory pre-proposal site tours on September 24 and October 1.

The scope encompasses hydrologic and hydraulic analysis, geotechnical investigations including a minimum of eight exploratory borings, topographic surveys, design development through four phases (35%, 65%, 95%, and 100% completion), and permitting support for repair of the damaged concrete spillway and stabilization of the downstream creek channel at Schilling Lake, a 0.5-acre man-made waterbody approximately 6 miles south of Woodside. Optional services include sediment infill analysis and construction administration. The District will obtain all permits from San Mateo County Planning and Building, California Department of Fish and Wildlife, San Francisco Bay Regional Water Quality Control Board, and the U.S. Army Corps of Engineers, with the consultant providing support and demonstrating permitting experience.

The period of performance runs from January 2027 through December 2028, with contract award anticipated in December 2026. Proposals must not exceed twelve pages excluding resumes and must address approach, team qualifications, relevant prior experience, references, and detailed fee proposals by project phase. Respondents must accept the District's Professional Services Agreement template, including specified insurance and indemnification terms. Evaluation criteria include quality, implementation approach, implementation expertise, and project fee, with selection not based solely on lowest cost. Questions are due by 5:00 PM on October 8, 2026. The District reserves the right to conduct simultaneous discussions with all respondents, request interviews, reject any or all proposals, and seek new proposals if responses are unsatisfactory. All proposals become District property and are presumptively public records under the California Public Records Act.
