About this opportunity

The South Dakota Army National Guard (SDARNG) is seeking a contractor to provide scheduled janitorial services for the Chamberlain Field Maintenance Shop #6 (FMS#6) located in Chamberlain, South Dakota. The procurement is a Request for Proposal (RFP) for comprehensive cleaning services covering approximately 1,046 square feet of facility space, including entrances, lobbies, corridors, offices, restrooms, locker rooms, and showers. The contractor must provide all necessary personnel, equipment, tools, materials, and supervision to maintain a clean, healthy, and safe work environment. Required services include weekly, bi-monthly, and annual cleaning tasks using environmentally friendly and low-VOC cleaning products. Evaluation criteria will focus on the offeror's specialized expertise, technical competence, resources, past performance, project management techniques, and ability to handle project constraints. Key deadlines include a Letter of Intent to respond due by January 18th, 2024, inquiry clarification deadline of January 24th, 2024, with state responses by January 30th, 2024, and final proposal submissions due by February 8th, 2024. The contract is anticipated to be effective from March 8th, 2024, through March 7th, 2029, with potential extension options for up to four additional one-year periods.

The RFP documentation does not specify any specific set-aside designations or restrictions on respondent organizations. The contract will be funded through cooperative agreements with the Federal Government and will require compliance with specific federal contract clauses. Successful bidders must secure proximity cards and keys, maintain facility security, and address any deficiencies or damages caused during service delivery. The State will provide storage space for the contractor's equipment and supplies, and all contractor costs, including insurances, fringe benefits, and taxes, must be incorporated into the monthly bid rate. While specific award values are not explicitly stated, the comprehensive scope of work suggests this is a multi-year contract with potential for significant ongoing revenue. The State reserves the right to negotiate contract terms, including compensation, and to accept or reject proposed cleaning supplies and materials. Prospective vendors are expected to carefully review all documentation and be prepared to meet the detailed requirements outlined in the RFP and Scope of Work.
