About this opportunity

West Central Texas Municipal Water District (WCTMWD) is soliciting bids on a SCADA system replacement project across multiple water infrastructure facilities, with bids due June 4, 2026 at 2:00 p.m. and a pre-bid conference scheduled for May 28, 2026 at 10:00 a.m. at the WCTMWD Electrical Shop in Breckenridge, Texas.

The scope encompasses a complete SCADA system replacement at 20+ locations including pump stations, water treatment plants, storage tanks, and remote monitoring facilities throughout the district. Work includes mobilization, VT SCADA system programming and licensing, HMI screen development, and upgrades at Lake Hubbard Pump Station, PK Intake Pump Station, Booster Pump Stations, Veale Park, Albany WTP, High Point Tank, Anson Pump Station and WTP, Breckenridge Tank and Flowmeter, and subordinate facilities. The scope is structured across 32 line items on a unit price basis.

The estimated contract value is approximately $1.95 million. The contract term requires 300 calendar days for substantial completion and 330 calendar days for final payment readiness. Award is to the lowest responsive, responsible bidder. Bid security of 10 percent of the maximum bid price in the form of a bid bond is required. Monthly progress payments are made at 90 percent of work completed with retainage held until substantial completion; retainage is released if 50 percent or more of work is substantially complete and progress is satisfactory. Liquidated damages are assessed at $500 per day for delays beyond the 300-day substantial completion deadline.

WCTMWD is exempt from Texas state sales and use taxes; bidders must not include these taxes in bids. Bidders must submit a Texas Ethics Commission Form 1295 (Certificate of Interested Parties) prior to contract award. The project engineer is Donald Mattern, P.E., with Enprotec/Hibbs & Todd, Inc. Bidding documents are available through www.civcastusa.com.
