About this opportunity
The Architect of the Capitol is issuing an RFI on behalf of the Supreme Court of the United States for the upgrade of the existing Edwards EST-3 fire alarm system to a fully operational Edwards EST-4 system at the Supreme Court Building (1 First Street, NE, Washington, DC), with responses due by noon on July 24, 2026.
All contractor personnel must obtain security clearances, background checks, and badging through the Supreme Court Police Department, including possible E-Verify and Capitol Police background check requirements — a mandatory capability filter that restricts the bidder pool. Key personnel must include a full-time Program Manager and an installation team of NICET Level II-certified technicians trained and certified by Edwards for the EST-4 platform.
The scope encompasses furnishing, delivering, installing, programming, testing, and placing into service all EST-4 components, including control panels, power supplies, interface modules, network components, annunciator panels, and FireWorks graphical monitoring systems. Work must comply with NFPA 70, NFPA 72, NFPA 101, International Building Code, International Fire Code, and OSHA standards. A mandatory site visit within 30 days of contract award is required to verify existing conditions against as-built drawings from the original 2004 installation. All work must be performed outside normal business hours—typically 10 PM to 6 AM on weeknights and 5 AM to 8 PM on Saturdays—to minimize disruption to Court operations.
The base period of performance is 360 days from contract award, with an option to extend for an additional six months if necessary. The contract will be awarded as a single-award, firm-fixed-price agreement with progress payment options contingent upon submission of purchase receipts and invoices. All newly installed equipment and workmanship carry a minimum one-year warranty from final acceptance. The RFI requests responses addressing contractor interest, GSA Schedule eligibility, NAICS and PSC codes, typical contract durations, and relevant past-performance examples.
