About this opportunity
The California Department of Technology is soliciting bids on single-mode optical fiber installation, lease, maintenance, and monitoring services connecting the State Compensation Insurance Fund Campus in Vacaville to the Gold Camp Campus in Rancho Cordova, with bids due July 7, 2026 at 5:00 p.m. A 5% small business preference applies to qualified small businesses or non-small businesses with at least 25% California-certified small business subcontractor participation; a Disabled Veterans Business Enterprise (DVBE) incentive of 3–5% is available for bidders providing 3% or greater DVBE participation; and Target Area Contract Preference Act (TACPA) preferences apply to California-based bidders for agreements exceeding $100,000.
The scope comprises one pair of unrestricted single-mode optical fibers with no add-drop multiplexing or repeaters, plus potential modifications and repairs to existing fiber optic cable connectivity. Installation and acceptance must be completed by September 30, 2026. The contract term is three years from completion and acceptance, with the option to extend for two additional one-year terms at the State's sole discretion.
Bids will be evaluated on the lowest responsive responsible bid calculated on a combined five-year basis (three-year base term plus two one-year options), though the State is not obligated to exercise extension options. Bidders claiming socio-economic program benefits must perform commercially useful functions and provide appropriate certifications. Administrative requirements include submission of Payee Data Record (STD 204), Secretary of State certification, seller's permit, pre-employment criminal background checks for employees with access to sensitive data, Iran Contracting Act certification, California Civil Rights Laws certification, and post-consumer content certification.
The Bidder's Conference is scheduled for June 25, 2026 at 1:00 p.m. via Microsoft Teams. Written questions are due June 29, 2026 at 10:00 a.m., with responses by June 30. The Letter of Intent to Bid and Confidentiality Statement deadline is July 2, 2026 at 5:00 p.m. Tentative evaluation and award notifications are July 8 and July 14, 2026. Contact Dave Wilson at Dave.Wilson@state.ca.gov or (916) 857-9678. Bids must be submitted electronically and not exceed 10 megabytes per email.
